أولاً- مشكلة الدراسة:
يشهد العالم مشكلة كبيرة ذات عواقب مأساويه لا يمكن التكهن بمخاطرها، فهناك الملايين من أطفال الشوارع يعيشون منعزلين ومشردين، يعانون من سوء التغذية منذ ولادتهم يفتقدون الي العطف والتعليم والمساعدة، ومع نمو المدن الكبيرة يتزايد عدد أطفال الشوارع، كما يكبر الحرمان الذي يولد الاحباط ومن ثم العنف و يمكن صياغة مشكلة الدراسة في العنوان التالي ” برنامج مقترح من منظور خدمة الجماعة لتنمية مهارات الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة”
ثانياً: أهمية الدراسة:-
تحددت أهمية الدراسة في النقاط التالية:
1. الاهتمام العالمي والمحلي بدراسة مشكلات الأطفال وخاصة أطفال الشوارع ومشكلاتهم .
2. مخاطر فئة أطفال الشوارع باعتبارها تهديداً للأمن الاجتماعي للمجتمع والحاجة للمزيد من الدراسات والأبحاث للتصدي لزيادة مخاطر أطفال الشوارع .
3. تزايد حجم واعداد ظاهرة أطفال الشوارع في المجتمع المصري حيث بلغ عددهم حوالي 3 مليون طفل وفي محافظة أسيوط بلغ عدد أطفال الشوارع 7980 في يناير (2017) الجهاز المركزي للتعبئة العامة والأحصاء.( )
4. حاجة الأخصائيين الاجتماعيين إلي تنمية مهاراتهم وتطوير أدائهم للتعامل مع المشكلات التي تواجه أطفال الشوارع.
5. معاناة المؤسسات الخاصة برعاية أطفال الشوارع من الاخصائيين الاجتماعيين الغير مدربين التدريب الكافي .
6. قلة الدراسات التي تناولت تنمية مهارات الأخصائي الاجتماعي في التعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة في حدود علم الباحثة.
7. مساهمة الدراسة الحالية في توجيه نظر المسؤلين علي رعاية أطفال الشوارع ولفت الأنظار لأهمية هذة الفئة العمرية فهي بحاجة إلي الرعاية والاهتمام.
ثالثًاً : أهداف الدراسة:-
تسعي الدراسة إلي تحقيق هدف رئيس وهو:
”التوصل إلي برنامج مقترح من منظور طريقة العمل مع الجماعات لتنمية مهارات الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة”، ويتم ذلك من خلال تحقيق الأهداف الفرعية الآتية:
1. تحديد المعايير التي تشخص الأداء المهاري للأخصائي الاجتماعي .
2. تحديد المهارات الواجب تنميتها لدي الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع .
3. اقتراح مفردات برنامج إنمائي يساهم في تنمية مهارات الأخصائي الاجتماعي
4. تحديد المشكلات الاجتماعية التي يعاني منها أطفال الشوارع بالمدارس الصديقة .
5. تحديد الصعوبات التي تواجه الأخصائيين الاجتماعيين في التعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة .
6. تحديد المقترحات لتنمية مهارات الأخصائي الاجتماعي في التعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة .
رابعاً: تساؤلات الدراسة :
تسعي الدراسة إلي الإجابة علي تساؤل رئيس وهو:
ما البرنامج المقترح من منظور طريقة العمل مع الجماعات لتنمية مهارات الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة ؟
1. ما المعايير التي تشخص الأداء المهاري للأخصائي الاجتماعي؟
2. ما المهارات الواجب تنميتها لدي الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة؟
3. ما مفردات البرنامج الإنمائي الذي يساهم في تنمية مهارات الأخصائي الاجتماعي؟
4. ما المشكلات الاجتماعية التي يعاني منها أطفال الشوارع بالمدارس الصديقة؟
5. ما الصعوبات التي تواجه الأخصائي الاجتماعي في التعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة؟
ما هي المقترحات لتنمية مهارات الأخصائي الاجتماعي في التعامل مع المشكلات الاجتماعية لأطفال الشوارع بالمدارس الصديقة؟
خامساً- الإجراءات المنهجية للدراسة:
أولاً: نوع الدراسة:
تنتمي هذه الدراسة إلى نمط الدراسات الوصفية حيث تهتم هذه الدراسة بوصف وتحليل المهارات التي يستخدمها الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع وأهم المهارات التي يحتاجها الأخصائي في التعامل مع أطفال الشوارع وتحتاج إلي تنمية، وتحديد أهداف الأخصائي الاجتماعي والقواعد التى يعمل فى ضوئها وأهم المشكلات الاجتماعية لأطفال الشوارع وأسباب هذة المشكلات، ومن ثم التوصل إلى تصور مقترح من منظور خدمة الجماعة لتنمية مهارات الأخصائي الاجتماعي لتعامل مع المشكلات الاجتماعية لأطفال الشوارع .
ثانياً: المنهج المستخدم:
تم الاعتماد في هذه الدراسة على منهج المسح الاجتماعي الشامل للأخصائيين الاجتماعيين والذي يعد أحد المناهج الرئيسة التي تستخدم في البحوث الوصفية.

ثالثاً- أدوات الدراسة:

اعتمدت الدراسة على الأدوات الآتية:
3- استمارة استبيان خاصة بالأخصائيين الاجتماعيين العاملين مع أطفال الشوارع.
4- دليل مقابلة للخبراء والمتخصصين خاص بمهارات الأخصائيين الاجتماعيين العاملين مع أطفال الشوارع.
رابعاً: مجالات الدراسة:
- المجال المكاني: تم تطبيق الدراسة في إدارة الدفاع الاجتماعي والمدارس الصديقة (مركز الفتح) محافظة أسيوط , والمدارس الصديقة التابعة لمديرية التربية والتعليم محافظة سوهاج
• توافرعينة الدراسة من الأخصائيين .
• استعداد أعضاء فريق العمل للتعاون مع الباحث.
- المجال البشري:
- الأخصائيين الاجتماعيين الذين أجري عليهم الدراسة على النحو التالي:
- حصر شامل للأخصائيين بلغ حجم الأخصائيين الاجتماعيين الذي طبق علية الدراسة )68).
- الخبراء والمتخصصين عددهم (10)
- المجال الزمني:
تم جمع البيانات من الميدان في الفترة من 20/12/2018 حتى 25/3/2019م.
خامساً- نتائج الدراسة:
توصلت نتائج الدراسة إلى الاتى:
1- أثبتت نتائج الدراسة أن أهم أهداف الأخصائي الاجتماعي أنه يسعى لحل مشكلات أطفال الشوارع وتشجيع الأطفال علي الاستمرار في التعليم بالمدارس الصديقة وأهمية هذة المدارس، وكذلك يتعاون جميع أعضاء فريق العمل فى تنفيذ البرنامج التى تم وضعه، حيث يقوموا بتقديم خدمات الأرشاد وتخفيف المشكلات التى يعانون منها.
2- أثبتت نتائج الدراسة أن أهم القواعد والمعايير الأخلاقية التى يتبعها الأخصائي الاجتماعي هى إحترام كل عضو لتخصص باقى أعضاء الفريق، إدراك كل أخصائي لمسؤلياتة تجاه أطفال الشوارع، وجود هدف واضح مشترك لدى الأخصائيين، والتكامل بين أدوار أعضاء المؤسسة لصالح هؤلاء الأطفال.
3- أثبتت نتائج الدراسة وجود مجموعة من الأدوار التي يمارسها الأخصائي الاجتماعي ضمن فريق العمل وتمثلت هذه الأدوار في الآتي تحديد المشكلات الاجتماعية التي يعاني منها أطفال الشوارع ، تحديد نوعية الخدمات والبرامج الذى يتناسب مع طبيعة المشكلات ، تقديم الخدمات وحل المشكلات فى الوقت المناسب ، أما الأدوار التي يمارسها الأخصائى الاجتماعي تمثلت في الآتي إجراء أنشطة لمشاركة الأطفال فيها والتعاون مع الأخصائي الاجتماعي، مساعدة طفل الشارع على مواجهة مشاكله الاجتماعية، وتقديم الخدمات وحل المشكلات الاجتماعية للأطفال، وإعادة تأهيل هؤلاء الأطفال وتدريبهم علي الكثير من المهن وورش العمل .
4- أثبتت نتائج الدراسة أهم المهارات التي يحتاج الأخصائي الاجتماعي إلي تنميتها ومن أهم المهارات مهارة الملاحظة ومهارة الأتصال ومهارة تكوين علاقة مهنية ومهارة التسجيل وغيرها من المهارات وفقاً لآراء الأخصائين الاجتماعيين من خلال الدراسة الاستطلاعية.
5- أثبتت نتائج الدراسة وجود مجموعة من الخدمات التي تقدمها المدارس الصديقة للأطفال الشوارع من خلال أخصائيين اجتماعيين أكفاء ومن أهم هذة الخدمات فهي تساعد علي محو أمية طفل الشارع واستكمال تعليم هؤلاء الأطفال وتساعد في التواصل مع أسر هؤلاء الأطفال لتقديم المساعدات لهم والخدمات من خلال ملابس ووجبات تغذية ومساعدات مالية للتخفيف من سوء الحالة الأقتصادية لأطفال الشوارع .
6- أثبتت نتائج الدراسة الهدف من إنشاء المدارس الصديقة والتي تهدف إلي الحد من استغلال أطفال الشوارع من قبل المستغلين من التجار، وإكسابهم مجموعة من القيم الإيجابية تجاة أسرهم ومجتمعهم وإمدادهم بالخبرات والمهارات اللازمة.
7- أثبتت نتائج الدراسة الي تحديد أهم المعوقات التي تقابل الأخصائيين الاجتماعيين عن تنمية مهاراتة والتخفيف من المشكلات الاجتماعية لأطفال الشوارع ومن هذة المعوقات معوقات راجعة للأطفال ومعوقات راجعة للأخصائي الاجتماعي ومعوقات راجعة لأسرة الأطفال ومعوقات راجعة للمؤسسة وأخيراً معوقات راجعة للمجتمع .
8- توصلت نتائج الدراسة إلي مجموعة من المقترحات التي تخفف من المعوقات الخاصة بتنمية مهارات الأخصائي الاجتماعي التي تعوقة عن التخفيف من المشكلات الاجتماعية الخاصة بأطفال الشوارع .
9- توصلت الدراسة إلي برنامج مقترح من منظور خدمة الجماعة لتنمية مهارات الأخصائي الاجتماعي للتعامل مع المشكلات الاجتماعية لأطفال الشوارع.
Summary of the Study
I. Problem of study:

As large cities grow, the number of street children is growing, frustration is growing, and Violence The study problem can be framed in the following heading : Imagine a proposal from a of Social group work the perspective
to develop the skills of a social worker to deal with social problems of street children in friendly schools ”
2 - The importance of study: -
The importance of the study was determined in the following points:
1. International and local attention to study the problems of children, especially street children and their problems.
2. The risk of street children as a threat to the social security of society and the need for further studies and research to address the increased risk of street children.
3. The number of street children in the Egyptian society increased by about 3 million. In the governorate of Assiut, the number of street children reached 7980 in January 2017, the Central Agency for Public Mobilization and Statistics.
4. The need for social workers to develop their skills and develop their performance to deal with the problems facing street children.
5. The suffering of private institutions for the care of street children from unskilled social workers is insufficient.
6. Lack of studies that dealt with the development of the skills of the social worker in dealing with the social problems of street children in friendly schools within the limits of the researcher’s knowledge.
7. Contribution of the current study to guide the attention of officials on the care of street children and drew attention to the importance of this age group they need care and attention.
3 - Study Objectives:
The study seeks to achieve the main objective is:
”To reach a proposed program from the perspective of Social group work to develop the skills of the social worker to deal with the social problems of street children in friendly schools. ” This is achieved through achieving the following sub-goals:
1. Identify criteria that characterize the skilled performance of a social worker.
2. Identify the skills to be developed by the social worker to deal with the social problems of street children.
3. The proposal of the vocabulary of a development program that contributes to the development of the skills of the social worker
4. Identify the social problems of street children in friendly schools.
5. Identify the difficulties faced by social workers in dealing with social problems of street children in friendly schools.
6. Identify proposals to develop the skills of the social worker in dealing with social problems of street children in friendly schools.

The study seeks to answer the main question:
What is the proposed program from the perspective of how groups work to develop the skills of social workers to deal with social problems of street children in friendly schools?
1. What are the criteria that characterize the skilled performance of a social worker?

3. What is the vocabulary of UNDP that contributes to the development of the skills of the social worker?
4. What social problems do street children have in friendly schools?

The methodological separation of procedures is the plan of the field application to study in order to reach the results of the study. This requires a precise definition of the type of study. In light of the type of study, the study methodology is determined and the field of study is determined, both spatial and human. V. Methodological procedures for the study:
FIRST : TYPE OF STUDY :
This study belongs to the pattern of descriptive studies where this study is concerned with a description and analysis of the skills used by the social worker to deal with the social problems of street children and the most important skills needed by a specialist in dealing with street children and the need to develop and identify the social worker goals and rules , which works in the light of the most important social problems Street children And the reasons for these problems, and then to come up with a proposed vision from the community service perspective to develop the skills of the social worker to deal with the social problems of street children.
SECOND : CURRICULUM USED :
This study is based on the comprehensive social survey methodology Social workers Which is one of the main approaches used in descriptive research.

1- Sphere: THE STUDY WAS IMPLEMENTED IN THE DEPARTMENT OF SOCIAL DEFENSE AND FRIENDLY SCHOOLS ( AL-FATH CENTER ) , ASSIUT GOVERNORATE , AND THE FRIENDLY SCHOOLS AFFILIATED TO THE DIRECTORATE OF EDUCATION, SOHAG GOVERNORATE

V. Results of the study:
The results of the study reached the following :
1- The results of the study showed that the most important goals of the social worker is that he seeks to solve the problems of street children and encourage children to continue to teach in friendly schools and the importance of these schools. Also, all members of the team cooperate in the implementation of the program that has been developed and they provide guidance services and alleviate the problems they suffer .
2- It demonstrated the results of the study that the most important rules and ethical standards followed by the social worker is the Respect for each member to allocate the rest of the team members, to recognize each his responsibilities specialist towards street children, a common and clear goal of the specialists, and integration between the roles of membersof the Foundation for the benefit of these children.
3- The results of the study proved that there are a number of roles played by the social worker within the work team. These roles were as follows: identifying the social problems suffered by street children , Determine the quality of services and programs that is appropriate to the nature of the problems , Providing services and solving problemsin a timely manner , And the roles exercised by the social worker were as follows Conducting activities for the participation of children and cooperating with the social worker ,helping the street child to cope with his social problems , providing services and solving the social problems of children , And rehabilitate these children and train them on many professions and workshops.
4- The results of the study proved the most important skills that the social worker needs to develop. The most important skills are the skill of observation, communication skills, the skill of forming a professional relationship, the skill of registration and other skills according to the opinions of the social specialists through the exploratory study.
5- The results of the study showed that there is a range of services offered by street-friendly schools through competent social workers. The most important of these services are helping to erase the illiteracy of the street child, completing the education of these children and helping with the families of these children to provide them with assistance and services through clothing, To alleviate the economic situation of street children.
6- The results of the study proved the goal of establishing friendly schools which aim to limit the exploitation of street children by exploitors of traders, and give them a set of positive values to their families and society and provide them with the necessary expertise and skills.
7- The results of the study revealed the main obstacles facing social workers in developing skills and alleviating the social problems of street children. These obstacles are obstacles for children, obstacles to social workers, obstacles to the family of children, obstacles to the institution and finally obstacles to society.
8- The results of the study reached a number of proposals that reduce the obstacles to the development of the skills of the social worker that hinder the alleviation of the social problems of street children.
9. The study reached a proposed concept from the perspective of community service to develop the skills of the social worker to deal with the social problems of street children .
