The filed study was conducted in two villages of Beheira governorate, namely the village of AL- kanais, affiliated to the kafer AL- Dawar County and Al-maadiya of Edco country. The sample of the study was chosen from the informal workers in the fields of fishing and construction, the snowball sample technique was used in selecting, the sample members.
The respondents, whereby thirty fishermen and similar builders were chosen. In addition to the sample of the informal workers, fifteen experts were chosen from specialists in the fields’of economic and social development in universities and research centers and other relevant authorities, In order to fulfill the purposes the study.
The study mainly used the mixed research approach that combines the qualitative and quantitative approaches, in addition to using several integrated methods in data collection,including study of multiple cases and individual cases, as well as the partial social survey.
An in –depth interview guide was designed includes seven dimensions of development of informal workers in the fishing and construction sectors. Various methods were used to confirm the data and to present and interpret the results.
The results of the study indicated the relative decline in the living conditions of both fishermen and builders, and pointed out that the most important reasons that lead to informal work are the difficulty of obtaining permits, the multiplicity of extracting them, the large number of required documents, difficulty in providing them, high cost and fear of high taxes and the absence of insurance culture.
The results also indicated that both fishermen and the builders agreed on the priority of implementing the social protection approach. The institutional approach came in the second rank for the fishermen and in the third level for the builder’s. The information technology approach came in the fourth rank for both the fishermen and the builders alike.
The marketing approach, was placed it in the fifth position by the fishermen, while the builders placed it in the second place after the approach of social protection. Fishermen and builders were similar in their view of the concessional taxes approach, as they placed it in the sixth and seven ranks respectively. The respondents presented several proposals to activate the informal sector and attracting them to the formal sectors, including the following;
* Facilitating procedures for registering informal projects.
*Reducing costs of licenses and taxes for owners of the informal projects.
*providing tax and insurance exemptions.
*Control over employees dealing with informal workers.
* Transparency of funding information.

* Providing soft lending methods’ for informal workers.
*Establishing a daily or weekly system to pay off loan installments.
* Activating control over informal projects.
