المستخلص The department of urbanization is the cornerstone on which development is based, and achieveing the development goals at all levels is an indicator of the administrative index efficiency, and this confirms the need for a selfmechanism to measure and evaluate the ability of the urbanization management system all levels to achieve these objectives.Therefore, the study analyzed and studied the current organizational structures of urban management in Egypt to identify the deficiencies of the urban management system of overlapping and conflicting competencies.This deficiency is a result of the lack of clarity of the job descriptions of the organizational and bureaucratic structures and the long and complex documentary cycles that Hinder the achievement of the strategic objectives of urban development,And in order to achieve a mechanism for evaluaiton, the study proposed the production of a model based on a set of basic criteria, which in turn were sub-criteria. Also, the characteristics of each criterion and the performance index of these characteristics were determined.This is done Through the analysis of sglobal and regional experiences (Such as the British, Turkish and Emirati experience, with the exception of Egypt’s urban management system, which is under evaluation) to derive these standards and indicators for urban management systems related to the management of the urban management system in Egypt.In order for the proposed model to be effective and a tool for those in charge of urban management, the study adopted a mathematical method to determine the relative weights of all indicators. This makes assessment and measurement quantitative by calculating the frequency of each indicator in global and regional trials and the percentage of total frequencies. Thus, the standard curve of the urban management performance measurement model was reached and applied to the urban management system in Egypt. It then identifies weaknesses and points that need to be improved for future planning and periodic evaluation. And This assures the importance of the proposed model and the importance of research. Through the evaluation, an important set of results was reached, the most important of which is the preparation of a plan to improve the performance of indicators (resulting from the theoretical study).This plan represents a proposal to solve the problem along with proposal of the entity or authority that has the powers to solve it.Through the previous results, a proposed organizational structure for the Deputy Minister of Housing for Urbanization and Sustainability was reached and Through the implementation of what has been reached in the proposed model of urban management with compulsory and along with the application of all the criteria reached by their indicators, we can reach a successful management of urbanism. We must create a successful environment for the implementation of these standards within the ministry without which we will not be able to achieve successful management on the ground. |
