First-problem of the study:The development and spread of modern technology and globalization have brought about several changes that have their consequences in polticial , social, economic and cultural systems in the world countries .thies was accompanied by a lot of crises in the field of housing and economy .It led to unemployment and layoff of laborers and had its negative effects on the social security and family system.
Some saw that globalization engendered internal conflicts as well conflicts between countries over the local and national rules and customs and customs and the social institutions representing them. It also led to the sacrifice of social justices, the increasing growth of unemployment, the expansion of the circle of the unprivileged, the discontent of labor unions, retired people and advocates of the environment.as a result of these changes associated with globalization, privatization and openness to the world due to the development and spread of modern technology, the Egyptian society have lately witnessed many protests that expressed dissatisfaction and the call for some rights, specially the inability of an individual to defend himself or herself at all social, economic, political and cultural levels, something which contributed to the growth of negative resistance and civial protests which built the struggling model that was started by civial society institutions to combat all types of coercion, despotism, and dominance exercised by the state against the majority, not to mention the low economic and social conditions .The social work profession, since its inception, is a human rights profession, as its well-established belief is represented in the values that are deep-rooted in every human being and one of its objectives is to reinforce the just and fiar structures that can secure security and development for man and preserve the dignity and rights of their clients.Defending rights has becomea professional commitment for social work and social workers .community organization is one of the methods of social work which work at the community and institutional level with the aim of satisfying the needs of the community members and solving problems, i.e contributing to triggering the desired change for the benefit of the community members and improving their socio-economic status. Hence the electronic advocacy that has been introduced by social workers in recent years, making use of the advancement of information technology means.the developed the traditional defense modern social networks to advocate and defend the rights of the clients and the organizations in which they work.
Second –significance of the study
The study has its scientific and importance. It also has importance for the community, human rights social institutions, the profession, community organization, and social workers, particularly those working in the field of the rights of the clients receiving social care services. 1-keeping the security and stability of the community so that the pressures caused by injustice or lack or misdistribution of services to clients may not turn into revolutions and illegal social movements that’s threaten the security and stability of the community .
2-the widespread use of modern tachnoligy, specially, in under developed communities,has a lot of negative effects if it is not used in a proper way as the users of the internet and those frequent visitors of hypothetical societies whether to publish ideas, exchange their knowledge, rectify injustice or even broadcast rumors .the number of mobile internet users in 2016 reached about 27.4million . if ther is no proper societal culture, awareness or maturity for such uses, this might cause damage for any developmental efforts and the social care services provided by the community 3-the findings of this study may help reveal some gaps in the social care services provided by social institutions, and this help to modify some laws regulating the work of social institutions
4-the use of electronic advocacy in social instutions is necessary for achieving communication with the community, its leaders and decision makers to fulfill the citizen s needs in general and social instutions, clients in particular, achieve the goals and support them so that’s the may continue .therefore, present study benefits decision markers on the community and social instution levels .Third –objectives of the study :1-identifying the reality of the use of electronic advocacy of clients rights by social workers at social care institutions .2-describing the most important determinants of social workers use of electronic advocacy of the rights of the clients receiving social care services .3-making some suggestions for facing the negative determinants that limit social workers use of electronic advocacy of the rights of social care service clients.4-conceptualizing a prospective vision based on community organization for facing the negative determinants that limit social workers use of electronic advocacy the rights of social care service clients .Fourth –Research Questions :1-what is the reality of the use of electronic advocacy of clients rights by social workers at social care institutions ?
2-what are the determinants of social workers use of electronic advocacy of the rights of the chients receiving social care services (determinants related to social workers, determinants related to the social institution, determinants related to the community, and determinants related to clients?3-what are the suggestions for facing the negative determinants that limit social workers use of electronic advocacy of the rights of social care service clients ?Fifth –study concepts :1-Determinan 2-electronic advocacy3- clients rights 4-social care services sixth : method and procedures 1-type of the study :this study is considered a descriptive study 2-the method used :thecomprehensive social survey method
3-study tools :aquestionnaire to be administered to the social workers working at social rights institutions
4-limitations of the study :The limitations of the study are as follows :a-spatial limitation : social rights institutions in asiut governorate, and according to the social affairs directorate in asiut it was found that the number of institutions advocating and defending right is16 organization b-human limitation : a comprehensive survey of social workers who work at human rights organization 1.The study community
The study population represents all human rights organizations in Assiut Governorate, and the total number of social workers in the social institutions concerned with the defense of human rights in Assiut governorate. The number of human rights organizations reached (40) institutions and the number of specialists working in it.2. Sample study
A deliberate sample of social workers working in human rights institutions in Assiut city (50) specialist and specialist

seventh: statistical processes:date was processed through the computer using the computer using the statistical package of social sciences SPSS.V.23 . the following ststistical methods were used :-frequency of each statement -the sum of the weights -the relative importance of each statement -calculating the arithmetic mean of every dimension -power factors of restors the reliability of the tools .- standard deviationEighth: Results of the 1 - the forms of advocacy for the rights of social welfare clients: it came in second place of the whole as a whole medium with an average (1.98) and percentage (66.1%).2 - Electronic advocacy mechanisms: ranked third and final axis as a whole with a medium average (1.79) and percentage (62.7%).3 - Tools used in the electronic advocacy: it came in the first rank of the whole as a medium, but also an average of (2) and percentage (66.2%).4 - The most important determinants of social institutions: ranked second with a medium average (1.92) and percentage (64%).5 - The most important determinants of social workers: The results of the study indicated that it ranked third with a mean of 1.81 and 61.5% 6 - The most important determinants of the society: The results of the study to obtain the fourth and final rank with a medium average (1.70) and percentage (56.7).7- The most important determinants related to customers: it came in first place with a medium average (2.04) and percentage (68.1%
8. The proposals have obtained a strong degree with average (2.36) and percentage (78.9%). Through research, research, field observation, previous studies, theoretical framework of the study and theoretical writings, For services, coordination and cooperation between all parties with a single specialization.
