Abstract

Smart cities promise solutions to sustainable development and a high quality of life with a smart management of city resources, cultural heritage considered as an existing resource that should be protected, preserved and promoted to be a part of the components of smart city, which is built on economic, tourism, and recreational aspects. The study provides a critical review of smart cultural heritage by particularly looking into emerging practices of smart heritage policies as exemplar smart cities initiatives. The study will shed light on the international strategies adopted by the smart cities in approving the smart techniques and historical context of the smart city. The aims of the study are to develop a methodology and link the concepts of smart city- smart tourism with smart development of the heritage city and to explore the smart heritage concept through which the traditional cities could be improved in smart city context. to propose recommendation related to the role of inheritance built to achieve smart development of the historic city. The study methodology adopts a mixed approach of qualitative, descriptive, comparative methods. Data collected will be used in the attempt of creating a detailed image of the tools used in the smart heritage in the smart city context. Downtown Amman city was chosen as a case study to emphasize that cultural heritage could be a vital in shaping smart city features. The study concluded that heritage city could be shifted into a smart one by employing smart cultural heritage in parallel with smart tourism polices. This can only be implemented through investing in technological infrastructure as well distribution of ICT platforms throughout the city. Community and tourist in the cultural heritage space play a major role in shaping its smartness. The impact of the community can be determined by the variables (People, Living, mobility, governance, economy, environment), and tourists through the variables (smart destination, smart technology). The study considered living lab as an effective tool for smart heritage social innovation in the smart city context, it can be emerged in conjunction with the emergence of the content of smartness in societies. The study found that linking the concepts of smart city- smart tourism with smart development of the city can be done through designing smart tourists routs (cultural, archeological and bazar routs) and that was applied on Downtown Amman. The study recommends to develop apps that promote the development of mobile-supported apps and services related to Downtown Amman CHLL. Program developers should attend direct training sessions, discuss the quality of urban spaces and discuss the use of appropriate technologies. Collaboration between organizations is the vital reason for the success of living labs. The dissertation chapters go as the following: Chapter one introduces a brief background to the research topic. The research topic is discussed from global perspectives to illuminate on what is happening in different contexts for comparison, drawing lessons and identifying the research issue, objectives, propositions and significance are presented.Chapter two gathers multiple perspectives explaining the concept of the smart city; its components and features, clarify the opportunity of transforming the heritage city into a smart city. This chapter discusses also intersections between smart cities and cultural heritage in addition to identifying future opportunities to develop smart cultural heritage in the smart city context. Related studies of smart environment for cultural heritage and ICT for smart cultural heritage has been reviewed. Chapter three reviews the case studies of various countries that had previous experiences in transforming their historic cities into smarter cities, and examining these strategies, a possible starting point will be provided for this study to obtain a suitable strategy for an Arab city. Chapter four design a methodology that can be applied in the Arab city. A hybrid approach will be presented, the primary goal of it will be to develop a methodology and link the concepts of smart city- smart tourism-living lab with smart development of the city. Therefore, designing a methodology based on the concept of living lab under the smart tourism term is an important step towards the smart promotion of cultural heritage in order to achieve sustainability based on tripartite citizens, tourists and decision makers. Chapter five presents analysis methods to achieve the goal of determining (CHLL) implementation in the smart city context, surveys and interviews are the primary data collection methods that have been used. Findings from personal interviews were used to extend and give further details on the survey outcomes. Chapter six applies CHLL phases on downtown Amman, taking into consideration the results of the surveys, community nature and the needs of the tourists, in order to reach the design of smart routs for tourists through which they can visit archaeological, cultural sites and markets. Chapter seven shows several conclusions and recommendations that will contribute in solving the main study problem of bridge the gap between the transformation of cities into smart cities while preserving their cultural heritage through the use of smart tools in the cultural heritage, using smart cultural heritage innovations.
