Value engineering is the systematic application of recognized techniques that identify the function of the product or service, establishes a monetary value for that function, and provides the necessary function reliably at the lowest possible cost. The main objective of this study is to apply a VE methodology in order to minimize the cost and improve the performance of sanitation projects in Egypt. This can help to implement more sanitation projects within the same budget. An organized methodology was developed based on the experience of more than one hundred the Egyptian of sanitary engineer’s experts including contractors and consultant engineers. The proposed methodology consists of six phases: information phase, function phase. A computer proposed was developed using “Microsoft® Office Excel” to apply the methodology simply to achieve an optimal design for wastewater networks; for which the cost is minimum and the quality and performance are maximum. The evaluation matrix was established by calculating the “Life-cycle Cost” for each of the available alternatives through the “Present Worth Method”. A real project was chosen as a study case in order to validate the proposed model.
