The world is witnessing many changes interlaced including globalization
and transformation of scientific and technological progress, and the explosion
of knowledge and information, economic and political transformations and
other global and local challenges, which have a great impact on the education
systems in the world, which requires the need to develop education systems to
meet these challenges and changes and needs of this development in systems
educational concerted and participation of all community and government
efforts to achieve quality education and elevate it
Though after community participation in education is essential to
achieving human development approach. It is the main entrance and effective
in the educational process. Proceeding from that participation in education
means the commitment of all parts of society to fulfill their responsibilities
specific roles through joint programs have the status of commitment regarding
outcome of the agreement between them. And as a way for mutual interaction
of the efforts and resources of the community and all parties to the exchange of
experience and understanding and coordination between them. The multiplicity
of parties involved in education, means that the education of the most
vulnerable sub-systems of public systems in the community, and most
discourse with people from students and parents, and teachers, who are the
most influential community variables. Which emphasizes the importance of
sustainability and participation, participation is a prerequisite for the
comprehensive reform of the education system.
The parties to the educational process requires them to participate actively
involved in educational decision making, and to cooperate on all parties of the
teachers and parents and school administrators, local and national authorities,
which would contribute in making more effective than those that can approve a
certain level separately from the rest of the levels of decisions.
The main objective of the application to participate in decision-making at
the level of the school is to build the capacity for administrators, teachers,
parents and all participants in the decision-making school, and rehabilitation to
assume the responsibility of ensuring the provision of appropriate education to
the process of learning environment. And give students the skills and patterns
of behavior and values that serve their community. That belief that they
themselves are the most understanding of the nature of the local context and
community culture that operates within the framework of the school.

The problem of the study:
Community participation in educational decision-making ensure to the
school more autonomy, as they encourage excellence competition between
schools, and increase support and strengthen parents the authority of the school
board, and contribute to an active role in streamlining and improving the
efficiency of the use of material resources, and then activate the educational
accountability (financial or administrative or technical).
The amount of success of any educational institution largely depends on
the capacity and efficiency of its leadership in the appropriate decision-making.
This is because the decision-making process that involves all aspects of
administrative management and scientific point of view. No less important than
the process of implementation and relate closely, and also depends on the
participation and effectiveness in its industry, however, participate in
educational decision-making process in Egypt still faces many problems that
hinder their success and their implementation on the ground. And it can be
formulated study the problem in the following main question: ”How can
activate the community participation in educational decision-making process at
the school level in Egypt in light of the experiences of some developed
countries?”
The following questions can be branched off from this the main question:
1. What is the community involvement and role in the educational
decision-making process at the school level in the light of
contemporary educational literature?
2. What is the role of community participation in educational decisionmaking
process at the school level in Germany in light of the strong
cultural factors affecting it?
3. What is the role of community participation in educational decisionmaking
process at the school level in Australia in light of the strong
cultural factors affecting it?
4. What is the role of community participation in educational decisionmaking
process at the school level in Egypt in light of the strong
cultural factors affecting it?
6. What are the similarities and differences between the role of
community participation in educational decision-making process at
the school level in both Germany and Australia?
7. What is the proposed scenario for the activation of community
participation in educational decision-making process at the school
level in Egypt in light of the experiences and the experiences of both
Germany and Australia?
Objectives of the study:
The current study aimed to:

1. Identify the role of community participation in educational decisionmaking
process at the school level in the light of contemporary
educational literature.
2. Determine the role of community participation in educational
decision-making process at the school level in Germany in light of
the cultural forces and the factors affecting them.
3. Determine the role of community participation in educational
decision-making process at the school level in Australia in light of
the forces and the cultural factors affecting them.
4. Identifying the role of community participation in educational
decision-making process at the school level in Egypt in light of the
forces and the cultural factors influencing them.
5. identify the similarities and differences between role of community
participation in educational decision-making process at the school
level in both Germany, Australia and Egypt.
6. Providing a depicting proposal to contribute to the activation of
community participation in educational decision-making process at
the school level in Egypt in light of the experiences of both Germany
and Australia.
The importance of the studying:
 This study addresses an important topic, a community participation in
educational decision-making process at the school level in Egypt is one
of the important and effective to develop education and achieve the
quality requirements.
 Continuing research efforts in the field of community participation in
educational decision-making process at the level of school and come
up with some results and new proposals that could benefit the
organizers of educational decision-making in the education process in
Egypt in the Ministry of Education in educational directorates in
educational departments.
 It is expected that the results of this study contribute to conceptualize
the proposal serves to activate the community participation in
educational decision-making process at the school level in Egypt.
The limits of the study:
The current study was limited to the study of community participation in
education in the light of contemporary educational literature in Germany,
Australia and Egypt. As well as the role of community participation in
educational decision-making process at the level of school in Germany,
Australia and Egypt in light of the Forces and cultural factors affecting them.
The author has been confined her research to the following limits:
1- Objective limits: the current study wa limited to the study of
community participation in education in the light of contemporary
educational literature in Germany, Australia and Egypt. As well as the
role of community participation in educational decision-making process

at the level of school in Germany, Australia and Egypt in light of the
forces and cultural factors affecting it.
2- Place limits: The current study was limited to the study of the features
of community participation in educational decision-making process at
the level of school in Germany, Australia and Egypt.
3- Time limits: The current study was limited to the study of the currently
status of community participation and their role in the educational
decision-making process at the level of school in Germany, Australia
and Egypt.
Method of the Study:
The author used in this study comparative approach in studying the
activation of community participation in educational decision-making process
at the school level in both Germany and Australia in light of the forces and
cultural factors affecting them. And stand on the similarities and differences of
community participation in educational decision-making process at the school
level in both Germany and Australia, benefiting author in providing conceived
proposal can contribute to the activation of community participation in
educational decision-making process at the school level in Egypt..
Steps of the study:
 The initial step: it included a general framework for the study, which
includes the problem study and its objectives and its importance and
limits, the methodology of the study, previous studies, the study terms
and steps to walk in, and that the contents of the first chapter.
 The second step: it included the answer to the first question which is:
”what is the community participation and their role in the educational
decision-making process at the school level in the light of
contemporary educational literature?” where the author presented
rooting theoretical features of the process of community participation
in educational decision-making at the school level in the light of
contemporary educational literature, and that was the contents of the
second chapter.
 The third step: it included the answer to the second question which is,
”What is the role of community participation in educational decisionmaking
process at the school level in Germany in light of the forces
and cultural factors affecting it?” where the author presented the role
of community participation in educational decision-making process at
the school level in Germany in light of the forces and cultural factors
affecting it, and that is the contents of the third chapter.
 The fourth step: it included the answer to the third question which is
”What is the role of community participation in educational decisionmaking
process at the school level in Australia in light of the forces
and cultural factors affecting it?” where the author presented the role
of community participation in educational decision-making process at
the school level in Australia in light of the forces and cultural factors
affecting it. This is guaranteed by the fourth chapter

 The fifth step: it included the answer to the fourth question which is
”What is the role of community participation in educational decisionmaking
process at the level of school in Egypt in the light of the forces
and cultural factors influencing it? where the author presented the role
of community participation in educational decision-making process at
the level of school in Egypt in light of the forces and cultural factors
affecting it and that is the contents of the fifth chapter.
The study Results:
 Success of both Germany and Australia in the activation of community
participation in educational decision-making process at the school
level, due to the transmission of both Germany and Australia to
decentralized pattern in educational administration.
 Direction of both Germany and Australia towards the independence of
educational institutions and give more powers in educational decisionmaking
process.
 Activating the role of boards of trustees and parents in educational
decision-making process at the level of school in Germany, Australia,
and looking at the boards of trustees and parents as an important
administrative mechanism to achieve the quality of education and not
just organizing a formality has no actual roles in the educational
decision-making at the level of school.
 To participate in educational decision-making at the school level in
Egypt, the process still faces many problems that hinder their success
and their implementation on the ground.
 Require the application of community participation in educational
decision-making process at the school level availability of certain skills
managerial and leadership capabilities will help managers to carry out
new roles and facilitate the participation of the local operations of the
school and the parents and teachers and the community in making
educational decisions at the level of the school.

1- A comparative study of community participation in educational
decision-making process at the school level in both Japan and
Malaysia, and the possibility of benefit from them in Egypt.
2- Development of community participation pre-university education in
Egypt in light of the experiences of some developed countries.
3- Comparative study of community participation in university education
in Germany, Australia, and how to benefit from them in Egypt.
