The Problem of Study:At-risk children phenomenon has been considered one of the most significant social phenomena, which is about to develop and increase not only in the third world countries but also in the industrial developed countries, whereas it has got many problems and social, economic, political, and family causes in which the child has become a victim and has to get along with it. this phenomenon does not only represent a threat on children but also the international society in which this phenomenon exists in all economic, social, and cultural aspects.Therefore, the social protection case represents one of the most pivotal and substantial issues to each of the society individuals particularly at-risk children. Through protection, man lives safely and peacefully where the social protection is considered one indispensable component in the social justice texture in which individuals eagerly look forward to achieving safe life.Thus, it can be said that corporations among different organizations of society have become more effective ways in encountering problems of at-risk society groups which is the main and reliable alternative to meet individuals’ needs and solve their own dilemmas. Hence, the social partnership has become eager request to face confrontations and obstacles that the society suffers from, and to contribute to achieving social and economic balance.>Therefore, the main issue of the study is assigned in how to plan for developing the partnership among civil society organizations and the international organizations to achieve the social protection for at-risk children.A set of sub-issues are emerged from this issue, they are as follows:1.What is the reality of the partnership among civil community organizations and the international organizations in achieving the social protection for at-risk children?2.How can mechanism of partnership among civil community organizations and the international organizations in achieving the social protection for at-risk children?3.What are the most important social protection programs produced by civil community organizations with the international organizations in achieving the social protection for at-risk children?4.What are difficulties that hinder to sit partnership among the civil community organizations and the international ones?5.How to get to schematic prospection perspective to develop the partnership among the civil community organizations and the international organizations to achieve the social protection for at-risk children?Secondly: The Significance of the Study:1)The social protection is considered as a tool to establish the social justice as well as comprehensive development.2) It helps to qualify at-risk children so that they can contribute to structure and enhance resources of the society and their patriotism values.3)Increase of the children problems which lead to threat the social security of the community, and amplify the aberration and spread of the crime which represent useless and wasted human resources.4) Social planning with its styles and scientific models assist civil community organizations and international organizations to set up the social protection policies for children particularly at-risk ones.Thirdly: Objectives of the Study:Determining the level of schematic process stages to improve partnership among civil community organizations and the international organizations for achieving social protection for at-risk children.2.Identifying the level of partnership mechanism among civil community organizations and the international organizations for achieving social protection for at-risk children.3. Assigning the level of social protection programs produced by civil community organizations and the international organizations for at-risk children.4.Determining the obstacles that encounter the partnership among civil community organizations and the international organizations to achieve social protection for at-risk children. 5.Identifying activation suggestions of the partnership among civil community organizations and the international organizations to achieve social protection for at-risk children.6. Attempting to get a suggested plan to evolve the partnership among civil community organizations and the international organizations to achieve social protection for at-risk children.Fourthly: Hypotheses of the Study:1- Hypothesis one: “it is expected that the level of schematic process stages to develop the partnership among civil community organizations and the international organizations to achieve social protection for at-risk children will be high”: This hypothesis can be tested by the following indicators:•Making a plan phase •Implementation phase• Follow-up phase•Evaluation phase2- Hypothesis two: “it is expected that the level of partnership mechanisms among civil community organizations and the international organizations to achieve social protection for at-risk children will be high”This hypothesis an be tested by the following indicators:•Planning•Coordinating•Communicating•Cooperating•Exchanging 3- Hypothesis three: “it is expected that the level of social protection programs produced by civil community organizations and the international organizations for at-risk children will be high”.This hypothesis can be tested by the following indicators•Health programs•Educational programs•Social programs•Economic program .Vocational training programs4- Hypothesis four: “there is a positive and statistically significant correlation between the stages of schematic process to develop partnership of civil community organizations and the international organizations, and achieving social protection for at-risk children.5- Hypothesis five: “there is a positive and statistically significant correlation between partnership mechanisms among civil community organizations and the international organizations, and achieving social protection for at-risk children.6- Hypothesis six: “there are substantial and statistically significant differences between official’s responses at civil associations and international organizations with regard to phases of schematic process to develop partnership civil community organizations and the international organizations to achieve social protection for at-risk children.7- Hypothesis seven: “there are substantial and statistically significant differences between official’s responses at civil associations and international organizations with regard to partnership mechanisms among civil community organizations and the international organizations to achieve social protection for at-risk children.8- Hypothesis eight: “there are substantial and statistically significant differences between official’s responses at civil associations and international organizations with regard to social protection programs produced by civil community organizations and the international organizations for at-risk children.Fifthly: Definitions of the Study: The present study restricts to the following;-Partnership definition Civil community organizations definition International organizations definition-Social protection definition At-risk children definition Sixthly: Methodical Procedures of the Study:The kind of the study: descriptive Methodology: the present study depends on the scientific method whereas it uses comprehensive and sample social survey method.
Data collection tools: A questionnaire for the paterfamiliases who benefit from services of civil community organizations (civil associations) in Assiut governorate where the study is administered.A questionnaire for officials at international organizations and civil community organizations (civil associations); the participants of the study.A booklet of interview with experts and specialists in the social protection field – civil community organizations.Domains of the Study: Spatial domain: the current study was administered on number of international organizations and civil associations which work in the field of children protection in Assiut governorate, they are as follow:Civil Associations International Organizations< Caritas Egypt ‘Assiut Branch’Plan Egypt Association Bani Rafee Community Development Save the Children Association Community Development in Mandarah Terre Des Hommes Organization Ataa Bela Hudood Community Development in Dowenah Human Domain: Regular and random sample from the paterfamilias (N. 293) who benefit from partnership among international organizations and civil associations (the study sample) Comprehensive restriction for the officials (N. 132) at international.
