Abstract

Quantitative restrictions on ”Textile and Clothing” (T&C) trade were completely removed in January 2005 under the terms of ”Agreement on Textile and Clothing”. Consequently, Egyptian T&C exporters have lost the quasi-guaranteed market access to the ”European Union” (EU) and ”United States” (US) markets and they became subject to fierce competition in global market, this research aims to empirically investigate the effect of quota abolishment on the Egyptian T&C sector during the period 1995-2008.
Analyzing the evolution of T&C exports to the EU, US and the world, it was apparent that quota phase-out had a negative effect on exports especially to the EU market. However, liberalizing T&C trade was not the only factor causing the declining trend of exports, several challenges facing the sector on the domestic and international level led to reduced competitiveness.
The empirical work included nine case studies conducted in public and private companies. Quantitative and qualitative data were gathered mainly through questionnaires and interviews withtop management personnel .
Addressing the challenges facing the T&C sector in Egypt requires the cooperation of all stakeholders in the sector; this research suggested a complete development strategy that provides guidelines for a national plan to flourish the sector identifying policies and recommendations to be followed in the short and long run.
