Includes laws governing the public service in the state duties that have to be on public employee commitment to achieve the desired objectives in terms of the existence of a public utility, and to ensure the continuity and regularly Adtarad, and therefore contrary to public employee for those duties is a departure from the requirements of the job action, be deemed to be so contrary to his duties; a which calls for accountability and punishment for what was assigned to do. This situation requires an organizational relationship between the public employee and public facility, in order to regulate employee obligations performance and obtaining the rights, which imposed the requirements of public office for a facility to perform his duties, which calls for a rules measure the discharge of employees their duties toward the facility and determine what is a departure on these tasks, in order to show how the face of deviant behavior, and punish those who are found deviation, which is called the disciplinary system. The disciplinary system thus represents an important pillar and the head of the pillars of public service in general, police and private, which accorded special legislator care, so they aim first and foremost to achieving the general interest of the State, and to ensure the proper functioning of its facilities regularly and Adtarad, and maintain security within the community, in addition to that seeks to ensure that the interests of workers inside these facilities, achieving psychological and functional stability for them, the disciplinary system is a means and not an end, it is a means to achieve the interests of the state and its employees. The disciplinary system is not purely a legal issue, but it is in fact related to the science of public administration, as we pointed out His goal is not punishment, as seems apparent, but his goal revealed the administrative building defects, and work to repair in order to prevent the occurrence of functional violations in the future. Accordingly, the disciplinary system and parcel of the career system as a whole part, so the evolving career system have echoed the disciplinary system for the job.
