The human rights and fundamental freedoms as old as humanity itself, but it crystallized and confirmed across religions and the divine messages that targeted the freedom of human beings and their happiness and collect all the religions that man is free and that human beings are equal in rights and duties, and I knew the ancient civilizations in the Arab region on the banks of the Nile, and in Iraq, Syria and Yemen and the Maghreb and Sudan multiple forms of legal rights and duties and the courts. Recent years have seen a remarkable surge in the volume of international attention to women’s issues .. that seek to support and promote women’s participation in decision-making is an important aspect of the global interest in women’s issues, and work to ensure their active participation in society. This comes from the close connection between the development of women and the success in achieving human development, given that the human man or woman is the core element and the main pillar for development efforts, which at the same time the ultimate goal of development and purpose. They have set up the issue of the integration of women in development and equality in the present time a major and serious trend in the context of development in general theories. The world community’s awareness has increased over recent decades, the basic role of women in the development process. Through many of the intellectual and scientific tributaries, the attention of the humanitarian community to women’s role in development has increased, and thus view differed to a woman than as an entity outside the social context and the existing economic and political, to the new look you see an active participant in the mainstream of decision-making and development policies and programs. This study aims to explore the importance of political participation of women and their role in the improvement and development of the state and the individual and society politically, socially and culturally also aims to explore the most important reasons for the reluctance of women in developing countries, political participation, and try to provide solutions to this crisis, which stand in the regional and international community constraint.
