The project of electronic publishing which is available at the gateway of the Egyptian Universities libraries Union plays an important role in providing an integrated electronic environment for publishing the scientific journals issued by the Egyptian Universities. The project is seeking to introduce the scientific content issued by the Egyptian Universities and make it worldwide through the web. The current study aims at observing the actual situation of electronic publishing in order to identify its potentials and to identify the problems which may hinder publishing the scientific articles, providing some suggestions for enhancing methods of benefiting from the project of electronic publishing. The empirical aspect of the study is limited to measuring the attitudes of faculty members and their assistants towards the project of electronic publishing for their effective role in supporting the studied project through publishing their researches on it. The study included the five following faculties: the Faculty of Medicine, the Faculty of Pharmacy, Faculty of Science, the Faculty of Arts and the Faculty of Education in four Egyptian Universities (Menofia, Mansoura, Banha and Tanta). The study used the field method which is based on random samples as it was the best to achieve what the study has aimed to. Data was collected by personal interviews, checklist and a questionnaire. The study included five chapters; the first chapter included a theoretical study for introducing electronic publishing and its forms and methods and it concluded by a brief presentation of the Arab and European countries experiences in the electronic publishing. Chapter two presents the actual status of the electronic publishing project illustrating the procedures for publishing scientific articles on it; starting from putting the journal to the Future system, through the researcher’s request to publish his article, and until judging the article and uploading it on the project. Chapter three explains the general characteristics which distinguish the scientific journals electronically published on the studied project and the structure of electronic articles in these journals. Chapter four includes an evaluation of the project of electronic publication by a set of suggested criteria. Finally, chapter five reviews the attitudes of faculty members and their assistants towards the project of electronic publication.The study has come to some important results. The most important of which is that the ratio of scientific journals electronically published on the project is 18.60% of the current scientific journals in the Egyptian universities studied. In addition, the faculty members and their assistants knowledge of the project of electronic publishing as only 47.40 % of the study sample indicated their knowledge of the project, a low rate which indicates the necessity that the digital library unit in the Supreme Council of universities adopt a whole marketing plan for introducing the project of electronic publication and the necessity of providing material and moral incentives for encouraging faculty members and their assistants to participate in the project and publish their researches on it.
