Social networks represent a second generation of Web 2.00 applications which accept by most Internet users because of its interactive social features among all of its members, where they help to exchange views, and free expression, and encourage individuals to monitor their thoughts and recorded on an ongoing basis and discuss and record comments on them, and also share photos, videos and files of all kinds, as well as provide the ability to interact with others through various activities in groups that can be configured within the Web and social networks beyond the barriers and borders, and help to gain experience.
These recent changes in the Web affected us we are individuals and in the way we have learned and we dealt with those around us, and we are seeing the adoption of the philosophies of several of them free expression and constructive cooperation and other harbingers of social networks, but the most important of these philosophies on the side of e-learning is to adopt the philosophy of personal learning environments
On the other hand, interest has increased in recent years, the issue of ”self-learning Self Learning” in the scientific and educational communities as a result of urgency to what occurs to the world of rapid and significant changes due to the explosion of knowledge and technological progress; and consistent many educators with different attitudes; that the primary goal of education is to prepare the individual to move on the path of learning and that al-Faisal between educated and uneducated not be in the number of years spent in each study, but what got him in the amount of knowledge.
Search problem

Research goals
The current research aims to build a strategy based on the educational Web social networks and measure their impact on the development of electronic learning environments skills, and self-learning skills of students of educational technology, To achieve this, current research seeks to achieve the following objectives: -
1. Determine the skills development of e-learning environments necessary development for students of educational technology.
2. Determine self e-learning skills necessary for students of faculties of education technology quality education.
3. Determine the image of the learning environment web-based networks for the development of appropriate social skills development of electronic environments and self-learning skills I Faculty of Specific Education, Educational Technology Department students.
4. Measure the impact of building a learning environment based on social networks in the Web development side collection cognitive skills for the development of electronic learning environments have technology education students.
5. Measure the impact of building a learning environment based on social networks in the Web Development collection performative aspect of the skills development of electronic learning environments have technology education students.
6. Measure the impact of building a learning environment based on social networks in Web development skills I have self-learning technology education students.

Research Methodology
This research belongs to the category of research that used some descriptive studies curricula (descriptive survey, and systems development) in the study phase, analysis and design, and experimental approach when measuring the impact of the independent variable to look at the calendar at the stage of its variables.

Research hypotheses
The current research seeks to test the validity of the following hypotheses:
1. There is a statistically significant difference at the level of <0.05 between the mean scores of the experimental group students (taught using the educational environment of the proposed list) social Web networks and the control (taught in the traditional way) in achievement test cognitive skills associated with the development of electronic environments Division I students Education technology for the experimental group.
2. 2. conduct a study similar to the present study to students of different educational stages (eg phase prep students)
