with the beginning of the third millennium, the Egyptian cities witness many
challenges resulting from globalization and the effects of the application of a wide
range of global conventions such as free trade agreements ( GATT ) and others,
which will lead to an open competition between states and cities with respect to their
ability to achieve excellence in an economic or urban activity or a particular service
among peers in the rest of the world to enable them attracting foreign investments
contributing to the implementation of their comprehensive development programs,
thus achieving internal stability. This requires the adoption of an integrated national
policy aimed at institutional and infrastructure development. Recent studies show that
achieving Comprehensive urban development to all sectors in all cities concurrently
requires huge investments to implement, especially in developing countries which
suffer from lack of adequate financial resources.
Hence, a trend towards encouraging development decentralization has been
strongly argued by selecting few cities have competititve advantages that can be
developed in short term converting them to competitive cities at the regional or global
level, work as both a domestic and international investment magnet.
