Starting from 1990 demanding on schools construction and maintenance were rapidly increased. There was no policy or special strategy for maintenance, and the concept of maintenance does not exceed the work of some paints and sanitation repairs. With budget does not to exceed the amount of 500 Egyptian pounds for each school.
Construction is the relationship between building elements from one side and theories of architecture and construction from the other side beside the maintenance program, to create a complete system, which consists of relationship containing all the elements, units, and the vocabulary of every unit or (structure) plus maintenance and quality performance. The relationship between performance rate and performance evaluation should be determined based on pre-defined scale to achieve the required quality performance of the building during the period of operation through the required maintenance work.
Structural entity consists of a relationship between each of the following three elements (unit, maintenance and performance quality). Each of these elements has its criterion and measurement tools, Such a measure must unswervingly for full efficiency when using the building. from here emerged the importance of evaluation as a continuous measure of the efficiency of the elements and determine the efficiency percentage and the allowed deviation before intervention, this measure specific for each type or unit of building, and through specific design codes. When evaluating the performance of a building the real measurement onsite is compared to the ideal measurement of the building to produce efficiency ratio of the element or units and thus the whole building, the assessment identifies the diffraction ratio allowed before intervention or treatment.
The study consists of four parts. Part I: dealt with the study of building in four chapters, first chapter discusses the study of registration and measurement methods, the second chapter study performance of the unit, then the implementation phases of the project in the third quarter and up to the performance rates in the fourth quarter. The research applies at this stage the theoretical approach. Part II dealt with the maintenance work in four chapters, analyzing the definition and types of maintenance work and the importance of their economies and the way to evaluate the performance of maintenance, the research applies at this stage the descriptive analytical approach. Part III dealt with the quality of the performance of the building in four chapters, examining the quality and planning quality systems, determinants of access to the actual quality of performance. Part IV (application): in three chapters, study of the scale, examination and determine ways in which the phenomena and defects, causes and treatment of various items. Then research concludes with results and recommendations found by the search through all the previous stages.
