المستخلص The problem of this research is in identifying the most important developments in the subject of elections in the Egyptian society in the light of three indicators are the political partisan competition, the political participation and the judicial supervision. This will through the election cycles in from 1995 till 2005 through the reality of sample of Egyptian newspapers. Study’s objectives: The study seeks to achieve a general purpose ” identify the most important developments in the election in the Egyptian society over three indicators ( party competition , political participation , and judicial supervision ) through three election cycles in the period ( 1995-2005 ) from the reality of the Egyptian newspaper ” . The main purpose is divided into several sub-goals : 1- To identify the strength / weakness factors of party competition during the three election cycles in the period ( 1995 to 2005) from the reality of the Egyptian newspaper”. 2- To identify the weak factors of political participation in general ( for the candidate and the voter ) during the study period. 3- Detecting for accept / non accept factors demand of women (as a candidate) on political participation during the three election cycles. 4- Find the results of judicial supervision of the electoral process during the elections from 1995 to 2005. Questions of the study The study aims to answer the following questions: 1- what are the strength / weakness factors of party competition during the three election cycles in the period ( 1995-2005 ) from the reality of Egyptian newspapers. 2-What are the political participation factors for voters / candidates during the three election cycles in the period from 1995 to 2005 3- What are the weakening the political participation factors of the voters / candidates during the study period? 4- What are accept / non accept factors demand of women ( as a candidate ) on political participation during the three election cycles? 5- What are positive / negative results effects of the application of the principle of judicial supervision of elections during the parliamentary elections from 1995 to 2005 The study theoretical framework: This study is dealing with some theoretical directions that linked with the subject of the study, are represented in Liberal democracy, elite theory, and Marxist theory in addition to functional structural, this for known, how to deal with Sou-sociology theories of the electoral process with the related issues. This study provides objective set many statements from various theories for commensurate with the subject of the study. Methodological framework: This study is of descriptive studies and analytical which aims to describe, analyze a sample of Egyptian newspapers have been chosen through intentional way. The size sample was 297 words distributed on four newspapers (Elahaly- Elwafd Elesboey ”delegation weekly” - May – Hwoaa ”Eve”). We used the analytical comparative method in order to make comparisons between different newspaper of the sample and between the various periods through using the content analysis. The most important results 1- The sample newspapers were dealing with the factors of partisan competition force in fair elections, provide cadres able to attract voters, the ability to attract voters, judicial supervision on elections, the neutrality of the security bodies, the general political climate, appearing in strong social organize, expression of opinions, and the grassroots, in addition to the impact effective parliamentary 2- The weak factors of partisan competition are appearing in outside of political parties such as electoral fraud, overlap between the ruling parties with the state institutions. The supervisory jurisdiction over the electoral process oversight is incomplete, the supervision of executive authority on the electoral process management in addition to media bias of the National Party and that is what confirmed by Elahaly& Elwafd newspaper but the (Mayou) May newspaper has focused on factors that related to internal structure of parties such as weak mass these parties in the Egyptian street, the conflicts or splits within the one-party, the parties are inability to attract young elements, the weakness of organizational of parties, the young cadres are not enable in these parties, the weak of material possibilities of parties and the leaders of these parties are too old. 3- The political participation factors for voters are limited in some groups, such as the duty and honesty make vote confidence in the Egyptian judiciary, the family reasons or tribal reason and personal interests. 4- The political participation of candidate factors are for, reform, change, the provision of services to citizens and tackle to corruption. 5- There are various weakness factors in the political participation of voters such as the electoral roll errors, electoral fraud, and the violence that occurs in the elections, not the importance of the electoral vote, the obstacles of life, and the fact that the electoral process is settled before the election. 6- The weak factors candidate’s political participation are in violence on candidate, application the emergency law, the election laws, fraud the electoral process as well as the prevent from provision of nomination papers. |
