Imad Amin Said El Hadidi A Suggested Program for Developing the Performance of Administrative
Leaders in the High Education Ministry of Palestinian in the Light of the Strategic Management

The objectives of the study are: Put A suggested program for developing the performance
of administrative leaders in the high Education Ministry of Palestine in the light of the Strategic
administration Through Analyzing the international and local challenges which face the performance
of the administrative leaders at the high education ministry in Palestine, Identifying the access
of the strategic administration and its role in applying the administrative patterns, Revealing
the role of the administrative leaders in the high education ministry in Palestine and the duties
they perform, and Determining the needs of the administrative leaders at the high education
ministry in Palestine though the light of the access of the strategic administration.
The approach of the study: The research will depend on the description approach,
Study tools: Used Delphi Technique to getting benefit from the opinions of the expert of
determining the needs of developing the performance of the administrative leaders in the high
education ministry in the light of the access of the strategic administration.
The time boundaries: This study should be applies in the years 2012\2013
The contents of the study: This study contains the following six chapters:
The first chapter: the general form of the study
The second chapter: the international and local challenges in the field of the educational
leadership and administration
The third chapter: the access of the strategic administration and its role in applying the
administrative patterns
The fourth chapter: the administrative leaders and their reality in Palestine
The fifth chapter: the civic studies
The sixth chapter: a suggested program for developing the performance of the administrative leaders
in the high education ministry in Palestine in the light of the access of the strategic
administration
Eighth: Field Study Findings:
The field study made by the researcher by using Delphi Method and came out with building a proposed
program for developing the performance of administrative leaders at the Palestinian Ministry of
Education and higher Education in the light of the strategic management demands.
