The dissertation deals with the following 1- The concept of the Parliament dissolving, and it is defined as ”Putting an end to the Parliament Council before the dead line which is constitutionally determined”.
2- Reasons of the Parliament dissolving, such as: ”The case of dispute between the government and the Parliament, or when the Parliament does not represent the voters, or in the case of necessity that includes many cases and are evaluated by the president of the State”.
3- Guarantees of the Parliament dissolution, such as: ”the necessity of grounding the decision, referendum, approval and consulting spedific authorities, dissolution discussion should include inviting the voters to elect a new Parliament and therefore calling it for holding”.
4- Types of Parliament Dissolving, such as: ”Presidential dissolution takes place as per the resolution of the president of the state, the ministerial dissolution takes place as per the prime minister resolution, the spontaneous sissolution where the Parliament is spontaneously dissolved as per what is stated in the constition, self dissolution takes place as per the Parliament resolution, and the popular dissolution which is as per the demand of the average of the constitutional limited of the voters.
5- The dissertation has handled all of the above aspects in details in the Yemeni system according to the constitutional amendment 2001, and also in the new Egyptian constitution, by referring to the previous constitutions of both states.
6- The researcher mentioned a complete chapter about the importance of the Egyptian revolution of 25 January, and its effect upon the Egyptian and Yemeni political reality.
