Abstract

Whenever organizations operate in a competitive market then they will find themselves under pressure to formulate and implement value-creating strategies. The relevance of strategic management also applies to the public and not-for-profit sectors, when they find themselves competing for resources collaborating with private sector organizations and evaluated according to corporate policies and management techniques. The success of these organizations’ strategies often has a fundamental impact on their capacity to survive, grow and prosper.
Human is important and a very valuable asset for an organization and managed by Human Resource professional. HRM system is an important element in the success of an organization, known as an integrated and interrelated approaches to managing human resources.
In order to improve human resource decisions, the high-quality HRM applications are required to produce precise and reliable decisions.
In this thesis an Overview of the DSS characteristics, components and the IDSS characteristics and components are introduced. The most previous work that interested in the decision support systems is studied carefully and the importance of the HR DSS for systems is explained.
We suggested a decision support system for human resources management to manage the work of members who work in the AP system and this included two main stages:
First: A classification and clustering is done for the cases, petitions and the members of the AP system using one of the best ten algorithms in data mining which is C5 algorithm.
Second: An expert system is used to infer the rules needed for staffing and allocating the members of the AP system to the cases and petitions.
This thesis took the Administrative Prosecution System department two in Mansoura in Egypt as a case study to implement and evaluate the frame work of the HR DSS model that are suggested.
The proposed framework of the HR DSS aims at enhancing the performance of the whole system.
We divide the thesis into five chapters, chapter one presents the introduction, chapter two presents background on Decision Support System, Intelligent Decision Support System, their applications, and their components, and also some concepts that are related to the decision support system. Chapter three presents a study to the Administrative Prosecution System, and also utilizes the Unified Modeling Language (UML) to illustrate the Administrative Prosecution System in its different phases, the UML model for administrative prosecution system could be a base for understanding the nature and types of decisions in that field. Chapter four presents the suggested frame work of HR DSS model and illustrates the literature review in that field. Chapter five presents discussion and future work.
