Abstract

The Arabic organization works today in a competitive field in the internal or external markets. For these reasons the organizations need to distinguished administrative efforts and use the quality weapon as an effective strategy. The application of total quality management principles in all organization levels makes a powerful base to this organization.
The administrative departments are playing very important role in any educational organization especially today. Now the educational organization uses the international quality system ISO 9000:2000 as a method for quality assurance in these organizations.
This research aims to apply the quality control system ISO 9001:2000 to the administrative activities and an industrial services in a technical institute to improve the efficiency and the effectiveness of processes and to present a service that fits the customer requirements.
This system is applied by identifying the duties, tasks and quality objectives in the administrative department and the environments and unit then establishing a quality manual that covers the quality management system requirements.
According to the requirements of the quality management system the institute management establishes the institute quality council to prepare the quality policy of the institute and communicate this quality policy to all institute departments. The institute management must offer the necessary resources to implement and maintain the quality management system.
The quality manual includes the procedures and the forms for following operations:
*Preparation, review, approval, distribution and filing of documents.
*Declaration of quality policy procedure.
*Procurement and selection of suppliers.
*Purchased materials receiving and inspection.
*Warehouse procedure.
*Recruitment procedure.
*Calculation of salaries, wages and allowances.
*Technical consultation.
*Establishing the environmental record.
*Organizing study programs.
*Maintenance of buildings and equipment procedure.
*Statistical techniques.
*Control of Non conformances.
*Corrective actions.
The quality manual includes also the internal audit system for auditing the instate quality system.
Undoubtedly, improving the performance of the administrative departments in a higher technical institute will result in improving the quality of the educational processes, hence graduating in graduate that fulfills the requirements of the job market.
