In the meantime, the whole world is witnessing new waves of
change and rapid development in many fields, the main features of these
changes manifest in the knowledge explosion in an unprecedented
manner in the human history, in addition to the technological and
information evolution and what it imposes from challenges on institutions
especially with the emergence of new concepts calling for developing and
improving the level of performance.
The educational institutions are not in isolation from these changes,
as the rapid development has become a prerequisite imposed by the
challenges of the current time, as well as requirements of the marketplace
which require reconsidering the educational system in order to qualify the
graduates capable of take part in the compete. Thus, the development of
the educational process is a continuous procedure, imposed by the
continuous change in every aspect. Secondary education is considered as
a fruitful field for development and change as a highly influential circle
by virtue of its position in the educational hierarchy and age-specific.
But, on considering the reality of the public secondary education in
Egypt, we find that it still suffers from many dilemmas mostly debated in
the scientific researches and studies which have been conducted in the
last three decades. These exerted efforts and projects did not achieve the
hoped improvement and failed in handling the secondary school related
problems.
Thus, there is a prerequisite need to conduct some developments
helping in improving the educational process in a way fulfilling the
objectives the school was established for.
This could be achieved via adopting new managerial methods in
the domains of educational and school management. The school
management has the potentiality of development and overcome the deficiencies in performance by employing six sigma methods, as it targets
at raising the efficiency of the educational process regarding student
affaires and curricula, in addition to achieving significant gains
concerning the development of the main standards of quality, raising
community and student satisfaction, decreasing the time spent in
conducting school business, decreasing deficiencies in every procedure
conducted by the school management. Additionally, this method allows
providing more opportunities for communication between students, staff
and suppliers, including serious methods to assess their performance.
Research problem:
In spite of the significance of the public secondary education in
providing students with the social, economic and scientific concepts
which are prerequisite for achieving conformity with the society and
qualifying them to join the tertiary and university education, this grade
still suffers from crystal clear deficiencies in the current managerial
methods.
Based on the previous-mentioned statement, the problem of the
current research could be encapsulated in the following main question:
By employing six sigma method, How to develop the management of the
public secondary school?
The following sub-questions stem from the previous one:
1) What is the current reality of the general secondary school
management in Egypt?
2) What is the nature of six sigma, besides its related phases,
principles, tools, and stages of implementation?
3) How to employ six sigma method in developing the management
of the secondary school?
4) What is the proposed concept to improve the management of the
secondary school by employing six sigma method?، Research objectives:
The current research targets at detecting the following:
1) The current reality of the public secondary school in Egypt.
2) Phases, tool, principles, nature and stages of implementing six
sigma.
3) The potentiality of applying six sigma methods to improve the
management of the public secondary school in Egypt.
4) Reaching a proposed concept to improve the management of the
secondary school in Egypt by using six sigma methods.
Research importance:
The importance of the current research stems from the following:
§ The prerequisite need to upgrade the school management in the
public secondary school, especially under the current deficiencies.
§ Six sigma methods is a new subject succeeded in improving the
performance of service and industrial institutions.
§ Six sigma methods could assist managers of the secondary school
in settling and solving many dilemmas faced by them on steering
their schools.
Researchmethodology:
The current research makes use of the descriptive method in order
to study the current problem concerning describing the phenomena
depending on collecting facts and data to treat and analyze them
sufficiently in order to draw its essence and significance, besides
interpreting and analyzing them. The descriptive method could be the
most adequate method to identify the current state of the school
management in the public secondary school and describing the need to
apply six sigma method, as well as the statistical method to handle the
findings of the field framework، Research tools:
The current research made use of the following tools:
§ Field Visits: The researcher paid field visits to some public
secondary schools.
§ Questionnaire: To identify the potentiality of improving the
management of the public secondary school by using six sigma
method, while directed to managers, teachers and agents of the
public secondary schools in Al-Qalyoubeya governorate.
§ Personal Interviews: To identify the current state of the public
secondary school, the most important problems faced by it, as well
as identifying the requirements of applying six sigma method as
one of the modern methods of management in the secondary
school.
Research limits:
Represented in the following:
§ Objective Limit: Represented in a proposed concept to improve
the management of the public secondary school in Egypt by
employing six sigma methods.
§ Geographical Limit: The current research is confined to public
secondary schools in Al-Qalyoubeya governorate.
§ Human Limit: The current research is confined to managers and
agents, as the officials responsible of steering the managerial
business within school.
§ Time Limit: Time consumed in conducting the research. From
