Abstract
Industrial investment In Egypt, suffers deterioration which is reflected on economy.
If we look at the reasons of this deterioration, we will find that the industrial zones in the
country lack good performance. This causes environmental, economic and social problems
due to bad planning, weak laws, decisions and rules regulating those zones. In addition to
the fact, that they were inconsistent and that many of the articles of those laws were not
activated and were not compatible with the aims of the planning of industrial zones.
In Alexandria, despite the presence of important factors that boost industrial
investment like seaports and airports, the industrial zones of Alexandria Governorate suffer
from many problems due to weak laws and lack of planning. Therefore it was necessary to
study the reasons behind this. In this regard, it was necessary to study the history of the
industrial zones planning and the development of the concepts and theories related to this
planning.
This research handled three models of successful industrial zones in the Emirates
and Malaysia which have successful economic ’experiences in the East. This study was
made to see how far those countries were committed to the planning considerations of
industrial zones and the laws regulating industrial investment and whether this is related to
the success of industrial investment therein.
This research aimed to solve problems of the industrial zones planning in
Alexandria governorate, which were suffering from weakness and deficiencies. Based on
the aforementioned, studying the industrial zones of Alexandria Governorate, together
with, the planning and organization of the most important problems which affect their
performance and lead to the failure of industrial investment there have been studied.
Some solutions have been suggested in the light of studying the situation in the
international industrial areas. Also the possibility of applying these solutions has been
studied.
