Abstract This research contains many variables that in the researchers point of view have great effect in the process of contributing to the creation. existence and emerging of slums and deteriorating areas; where they contribute in the living conditions of the inhabitants and the inhabitants contribute in them and how a tool as the Geographical Information System (GIS) can be used in the process of developing these areas. Accordingly. this research focuses in its theoretical part on the slums and the housing, from two points of view; the international one and the local one in Egypt. It described the history, classifications, description. characteristics, indicators of slums and deteriorating areas and the factors controlling their emergence. Moreover the GIS. its definition, its applications, its outputs and how it could be implemented in the decision support system. The research also mentions the international acts to provide better lives to the inhabitants of the world, specially the inhabitants of the Developing countries (DCs) that suffer the most from lack of health, stable economy, and education but most importantly from poverty and slums. The international policies that took place in the last 60 years were discussed and how this policies with the contribution of the World Bank (WB) and the international Monetary fund (IMF) and the whole process of globalization: added to the process of creating new slums and emerging the existing one due to their unfinished policies and programs that stopped due to financial problems or incomplete programs. The researcher introduces the theories and views of globalization: introducing the terms Capital. eo-liberalism and Globalization. The research focuses on the Egyptian experiment. discussing the factors that contributed in the process of housing and especially in the process of the formation and facilitating the slums creation .. Moreo er, the housing policies that were implemented in Egypt through 60 years and how they affected on the slums creation and the spreading of the informal housing and if they helped to satisfy the needs of the poor in Egypt or not. |
