Study problem: The problem of this Study can be Summarized in the gap between primary school performance and represented the Value – Added to its students for improving the efficiency and effectiveness of its performance, so the questions can be the following:
1- What is the Importance of Planning to Develop Primary Stage Performance?
2- What is the Value – Added Indicators in Evaluation of Primary Stage Performance?
3- What is the Status of Educational Performance in Primary Stage?
4- what is the Proposed Plan to Develop Primary Stage Performance
In the light of Value – Added indicators? Study methodology:This Study Depends on the Descriptive Methodology to identify the status of educational performance in primary stage and its problems that hinder achieving its goals as this approach helps to diagnose the Educational problems through getting the accurate information on this Reality and contribute to the analysis its phenomena
Objectives of Study :
1) Identifying the Importance of Planning to Develop Primary Stage Performance.
2) Defining the Educational of Value-Added Education Indicators and its Role in the Developing the School Performance.
3) Exploring the Status of Primary School Performance and diagnosing it in the light of Economic and political, social and Cultural Changes.
4) Developing a Model to Measure the Educational Value-Added in Primary School’s level by using ofits Indicators.
5) Preparing a plan for Developing Primary Stage Performance by Using the Model of Educational Value-Added Indicators.
Chapters of Study : The Study Included Six Chapters are :- First Chapter : The general back ground of the Study. It dealt with introduction, problem of the Study, Method of the Study, Significance of the Study, aims of the study, delimitations of the Study, Definition in Terms and Steps of the Study and Previous Studies. Second Chapter: Educational Institutions performance and its Planning. As This Chapter dealt with the Concept of Educational Institutions Performance, affective factors, entrances of planning and developing them
Third Chapter: Educational value –Adde: Indicators and Concepts. This chapter dealt with the Value – Added in terms of growing up and Developing its concept, and educational Value – Added Indicators. Fourth Chapter: Value –Added Measures This chapter dealt with Educational value –Added measures. Its ends with the construction educational value-Added Indicators model which can be used in the planning process for developing primary stage performance. Fifth Chapter: Performance Indicators of Qaliobia primary schools . This Chapter dealt with primary Education performance Indicators in Qaliobia governorate through the presentation of the outputs and inputs operations indicators. Sixth Chapter : Developing plan of Educational Performance in Qaliobia primary schools from 2010 to 2014 . This Chapter dealt with, developing plan to enhance the Educational performance in Qaliobia primary Schools during the period from 2010 -2014 by using the educational Value-Added model
Result of Study : The study found out design a plan for developing the performance of Qaliobia Governorate primary schools during this period 2010 to 2015 . Through this plan Reflects Several Important points when designing plan for Developing Primary Education performance or any Educational System as Follows.
1- Developing Plan the performance of primary School based on the in the Qaliobia governorate to the status that appears the expecting prospects
2- Developing the primary School performance can not be achieved as Soon as the will, but must formulate a plan based on a set of principles and identifies the major goals and objectives that would meet the Challenges facing the Egyptian Community and the Arab world. 3- A successful plan is that achieve the major goals and objectives , which responsive to change and give an opportunity for wide range of participation to public and citizens in general, the chances of plan success in the application are very high when it scientifically and objectively. 4- The primary Education System is a Comprehensive System as its parts which interact with each other, and integrate the unit fully true for inputs, objects, contents, outputs, methods and tools, methods of Evaluation, the learners and teachers, and their control and that will , and to achieve a qualitative leap in the Value Added of this type of Education. 5- The availability of Resources and physical facilities are an urgent need to contribute to the success of any strategic plan.
6- Creating an Integrated real social partnership between different sectors society so that developing the performance of Education at the primary 7
Stage will become a nationalism case generally which contributes to all parties. 7-The need for a changing Relationship between academic achievement in Schools and the way of schools performance and educational processes are conducted with the strengthening the belonging to School Educational institution and establishing linkages between students and their Schools. It can be achieved through of Value-Added Information system. 8- Attention to Value -Added Criteria and Indicators of primary Education through the quality of educational System inputs, outputs and processes.
