A State is established based on a central power, constituting the centre of attraction, gathering the social entities and exercising its control on the surrounding communities. The relationship between this centre, represented by the central power in control, and the smaller entities and communities, has either expressed the strength of the central power or the independence of these entities, thus transforming into a relationship of checks and balances.
The adoption of a decentralized administrative system has become the reality of a modern state and the commonly admitted approach reflecting democracy and public participation. Modern States are measured according to the degree of adoption of decentralization. Thus, we chose the subject of “the Relationship between the Central Power and the Local Administration Units” based on our vision of this relationship as the cornerstone for exploring the foundation of any local society.
