Abstract
This research was conducted to elucidate the principles of Total Quality Management (TQM) and its application in the Egyptian construction sector. The need for this study immerged from the competition expected in the construction sector and other activities due to globalization and for economic considerations. This research includes an extensive literature review as well as experimental site and laboratory investigations to spot light on the importance of the implementation of total quality systems in the construction industry. Quality assurance and Quality control systems for reinforced concrete structures were clarified. Total Quality Management history, principles, cost and measurements to cover the requirement of the international quality standards (ISO9000) were discussed.
Guide lines including the stages of implementing total quality management in construction sector were suggested. A comparative study was carried out regarding the national and international concrete materials standard specifications. To investigate some of the major factors affecting total quality management with special attention to the role of the manager, two experimental site investigations regarding concrete manufacture were carried out with extensive, statistical analysis for the test results. Important conclusions and recommendations for the proper implementation of the total quality system in the Egyptian construction industries were reached.
1-1 GENERAL
In Egypt, The development of construction industry sector is the main problem for all labors who work in this field. The construction industry in Egypt faces a great challenge and competition. So that the need for change is a must in construction sector. The best way to make this change is Total Quality Management.
The total quality management approach is strongly recommended for the construction industry. Its philosophy starts with the belief that improvement is a way of life. Its principles should be applied in every branch and in every level. The aspect of the overall management function that determines and implements the quality policy is the responsibility of top management
Quality is an integral part the project management process. Professional development on the principal dimension of ”Management for Quality” requires adequate tools to achieve the intended objectives of the project in the best possible way and with the best possible results.
The aim of this study was to determine what the requirements were for a Egyptian construction company to successfully implement and maintain a system of quality control known as Total Quality Management. The need for the study originated from the higher levels of competition experienced in the construction sector due to globalization together with the economic downturn experienced.
The second aim of this research is to do a field studies includes making studies about application of the criteria of total quality for limited construction sites and these criterions will defined according to the international specification in this field.
This research will includes making statistics studies using the quality control program about plain, reinforced and ready mix concrete production and the application of total quality criterions in this field.
1-2 Research Objectives:
The objective of this research is to obtain the efficiency of Total Quality Management to improve the construction sector in Egypt. And to identify the main principle of Total Quality Management.
1-3 Thesis out Lines:
This research is consisting of eight chapters and they are:-
1- The first chapter: INTRODUCTION.
2- The second chapter: Quality Assurance and Quality Control
3- The third chapter: TOTAL Quality Management
4- The fourth chapter: Guide Lines for Total Quality in Construction Projects
5- The fifth chapter: Comparative Study for the National and International
Concrete Materials Standard Specifications
6- The sixth chapter: Statistical Analysis Regarding the Implementation of Quality Control System in Ready mix Batch plant
7- The seventh chapter: Statistical Analysis Regarding the Implementation of Quality Control System in Situ Concrete Manufacture 8- The eighth chapter: Conclusion, Recommendation and Further study.
The main point of extracted from the research are:
1-The creation of the commitment from every employee in the organization to
the achievement of total quality management.
2- Empowerment managed by educate people supplying the company with
effective decision – makers at all level in the organization by reducing
reaction times and supporting innovation.
3- Measurement to track progress and to supply communication in definite
term of adjustment of the implementation process
4- Training and education all the employee with the knowledge of total quality
management system effectively.
5- Encourage the establishes role of total quality management on all levels
6- The effective role of leader ship in achieving progress in total quality
management
7- The change in the Egyptian code is a must by adding additional test to it
8- Using a lot of batch plant one of the ways to control the quality in
construction industry
