The Efficiency Of Control Processes
At The Governmental And Local Levels Of The
Agricultural Extension Work In Egypt
Summary
Control is an important administrative function. It is
considered, as the corner stone in the organizations and in
extension organizations particularly. Depending on its
effectiveness and efficiency, the acts and performance to
achieve the objectives would be carried” out. The research is
focusing basically on the agricultural extension control at the
govemmentallevel and the local level as well district centers.
OBJECTIVES:-
The objectives at the governmental level were:
To determine the differences in the knowledge between
managers of agricultural extension in the studied governorates
concerning control concept, methods of control, efficiency of
control activities, rates of control misconduct, their recognition
of the extension control problems and their suggestions to
develop control as they viewed.
For local levels, the research objectives were:
To determine the differences in both of their knowledge about
extension control and their implementation which they carried
out at each of the populations of the agricultural extension
inspectors group and managers of agricultural districts group
and to determine the difference between the average of their
degrees, dealing with actual implementation of extension control
and to recognize the extension control problems, and their
opinions to solve.
Procedures: -
To conduct the research, five governorates had been
chosen to represent the different regions in Egypt. They were
Kalyoubeya, Dakahleya, Sharkeya, Menoufeya and Sohag, as

well as the high moanber of districts in these governorates.
Data were collected basically, from the population of directors
of agricultural extension, in such governorate, they are five.
In addition to all the extension inspectors (supervisors)
(53) and all managers of agricultural administrations at districts
(53) as well.
Through a questionnaire with interview, data had been
collected from all the respondents groups that contain the
necessary measures so as to achieve the research objectives.
Data had been manipulated for the purposes of statistical
analysis. Statistical tools were: Freedman test for nonparametric
two-way analysis of variance, means, standard
deviation, coefficient of variance, in addition to frequency and
the percentage in table forms.
Results:
The most important results were as follows:
1.The level of knowledge sufficiency about extension control
among the general directors of agricultural extension at the
governorates level was middle with a tendency to be low and
the differences between them were not sharp. Concerning
knowledge about extension control concepts, the differences
were relatively homogenate. Dealing with each of knowledge
about control methods and control subject the differences was
clear.
2. The level of implementation sufficiency for ext. control, for
the general directors of agriculture extension in all
governorates was low with a slight tendency to be medium in
some governorates.
Differences between them were clear concerning both of
actual performance of ext. control and performance of control
methods. ’
3. The level of knowledge sufficiency about controls among the
inspectors of agricultural extension was low in most of the
governorates in each of the knowledge of control concept
items, the knowledge of control methods and the knowledge
of control subjects. Differences between means of both

scores were almost little with the exception of control
subjects knowledge that was relatively high.
4. The level of knowledge about control to manager of
agricultural administration at districts was nearly low.
Differences between the degrees were not distinct concerning
knowledge items about both of control methods and control
subjects. But the differences among them in the knowledge of
control concepts were high.
5. The differences between the agricultural extension inspectors
and managers of agricultural administrators at their districts
in all governorates concerning each of knowledge of control
concepts in extension, methods of control and subjects of
extension control were very little.
6. The extension inspector’s level about control implementation
in all governorates was low, the differences among them were
clear concerning the following points: Actual
implementation for control, methods of controls that they do
and control procedures. But the differences between them
concerning sufficiency of control activities, were not sharp.
7. The level of implementation of managers of agricultural
administration at districts was low. The differences between
them were high concerning doing control methods,
sufficiency of control activities and control procedures. The
differences concerning the actual performance of extension
control were not obvious.
8. Differences between the inspectors of agricultural extension
and the managers of agricultural administration at districts for
both means of actual performances of extension control and
sufficiency of control activities were almost homogenate.
9. Each of the respondents’ groups The general extension
directors, the agricultural extension inspectors and the
agricultural administration directors at districts identified
many problems and difficulties which faced the agricultural
extension control processes. They also provided suggestions
to solve these problems as they viewed, In brief, the
respondents requested to develop a comprehensive system for
control in extension at the governmental and local levels

especially to adjust with the current economical,
technological and social changes.
Two important recommendations were concluded to improve
the process of control in the agricultural extension organization.
