Abstract
Long years ago researchers from all over the world were involved in the study of the problem of the Emirates Islands for many reasons . some of them consider it a reflection of the fluctuations of the international policy. Others believe that it is a historical dispute between I ran and the Arabs some researcher consider it a reaction to local political factors inside I ran and the Arab world. But in fact. This problem is interesting because it is one of the fewest documented disputes in the region. Both of Iran and the united Arab Emirates based their claims upon major sources and materials such as transcripts, maps, and letters dating back to ver a hundred years ago . this transformed the problem in to a journey in the history of the gulf region during which one can discover some international and regional
events that had a great effect in making the history of this important region of the world.
Besides, there are also some important considerations
1- There is no doubt that the Iranian occupation of these Islands is an important factor that increases tensions in this region every now and then.
2- Iran, by large, is a great power in the gulf area. No effective strategy to maintain stability, and security in this region can be achieved with out Iran. But it seems that Iran tries to reconsider its position and the security in the gulf area.
3- The geography of the region necessitated the cooperation among Iran and the gulf states especially U.A.E.
4- The American military existence after the last gulf war has imposed an indispensable role on the Arab League in turning down the tensions in the relations between the united states of America and Iran and to maintain open connections between them.
5- This crisis is an example of the Arab policy and diplomacy in action. It deseres careful examination to find out the extent to which peaceful ways can achieve bearing in mind that there is no other study that focuses on the role of the Arab League in this crisis
Every scientific research aims at revealing the truth. The ambiguity of this problem needs to be explained. The researcher tried in this study to answer a major question i.e. what is the role of Arab League towards the crisis of Emirates Islands? .The researcher used the descriptive analytical approach dealing with the events in a chronological order and analysin them to find out the results.
This study was divided in to four chapters preceded by an introduction and ended by a conclusion, indexes, and references.
The introduction is a brief synopsis about the Brtitish existence in the gulf area and its effect on the occurance of this problem through discussing the importance of the Britain from its early existence there to the withdrawal which led to the emergence of this problem .
The first chapter identified the problem through shedding some light on the nature of these is lands and their important which drove Iran to occupy them and on the historical back ground of this occupation together with the negotiations about these is lands and the agreement that was held between shargah and Iran concerning Abu Musa is land.
The second chapter dealt with the Arab leagues interest in this problem and the way it acted towards the Iranian threats. It also dealt with the talks between the general secretary of the Arab league and both of the Iranian and British sides either before ore after the occupation. It also exhibited now the arab league refuted the Iranian allegation. It also exhibited the reactions of the public opinions of the Arab countries. Finally it also showed the Arab countries demands to discuss this case
The third chapter dealt with the discussions that toole place among the representatives of the Arab countries concerning the Iranian occupation of these islands in order to make a decision and take the relevant procedures in such a sitnation. This chapter showed the lack a wnited trab attitude towards this problem.
The fourth chapter dealt with the Arab reaction to the Iranian occupation. It also dealt with the absence of interest in this problem during the period of the eighties and seventies and revival of interest in this problem in 1992 after Iran had made some arbitrary procedures to seize control over the whole island of Abu Masa. This chapter ended by exhibiting the procedures that ware taken by the Arab League from 1992 to 2007 and reasons of failure to achieve any progress in this problem .
The conclusion dealt with the results of this study the researcher depended upon different sources and references the most important of which are the Arab Leagues documents and decisions , the decisions of the Arab summit and the report and memos concerning this problem. The researcher also depended upon Arabic and foreign sources in many periodicals magazines, conferences and thesis.
