In the last decade, the evolution and the development of mobile lecommunication technologies made what were once dreams, now a reality. As technologies evolved more demands appeared that did not exist before. The rapid growth of mobile technologies and the increasing bandwidth of the mobile networks encouraged the development of more multimedia applications for mobile devices. However, the mobile devices have some limitations. First, mobiles are battery powered. This makes complex algorithms that need huge computational power inefficient and battery consuming. Second, the limited display restricts the user quality of xperience and satisfaction. In this thesis, a codec is presented that take into consideration the limitations of mobile devices. It is based on simplifying the video compression process to lower the computational power needed. The proposed technique substitutes the complex algorithms used in the most popular compression standards of today with simple but efficient technique. It does not use motion estimation and compensation techniques but only simple differencing technique. The proposed codec is based on differencing between the consecutive video frames and sending the residual, which contains less information. Fuzzy logic is used to detect shot cuts to be encoded independently. Then each shot is further inspected by a fuzzy system to consider the number and location of keyframes. The keyframes is used as the reference to be subtracted from, to get the residual. The residuals are tiled then encoded with SPIHT. The encoding is done with a rate that is chosen according to the target acceptable distortion. The codec produced atisfactory results in terms of quality and compression.
