Abstract At he early stages of communities development, the magnitude and the complexity of water resources management and environmental problems was not complex. The population was relatively small and water was plentiful Circumstances have changed very dramatically with the time. Urbanization as well as industrialization caused many environmental problems. Industries were often established close to rivers or water bodies because of the capability of discharging industrial wastes into water without additional operation cost. Municipalities also discharged their wastes into nearest water body without or after partial treatment. The problems, any way, were created by human mismanagement.
