Abstract

Some methods for measuring quality of construction projects have been documented. In 997 a study was carried out in Egypt to achieve the following: a) identify the factors that affect quality on construction projects, b) develop of measuring quality quantitatively, and c) ’inplcment the system on the several construction projects in the Arab Contractors Company (Abdel-Razek 1997d). From the date of the implementation of this study (1997) to now, lCVeraI changes have been carried out in the company. For example all company’s branches
‎’obtained ISO 9000. Hence it is important to re-identify the factors affecting quality and their relative importance to reflects any changes into quality measurement system. The first phase , of this work aims to identify and classify factors affecting quality of construction projects and ; evaluates factors’ relative importance weights in four types of projects. A total of 10 main factors and 63 sub-factors were established. Methodology was based on obtaining the consensus opinions of managers and qualified engineers in construction who had from 10 to 30 )’C8l’S of work’s experience, comprehensive literature survey through publications and standards, and documented paperwork of the Arab Contractors Company. More than 8000 . data was obtained and 231 practical requirements were assigned.
‎Results indicate that the relative importance weights of the main factors on quality depend on the type ~fproject with the exception of the Factor QSP that seems to be a standard system in a company. On the other hand, the relative importance weights of sub-factors on quality are independent to project type. In the second phase, an analytical model to measure the qual:ty of Egyptian construction projects is proposed. The model can be applied at any time during the project execution. Evaluation form and steps of implementation are presented. Results of applying the model to eight selected Egyptian projects indicate its capability to provide a quantitative measurement for the project quality. Vital factors affecting quality were established through Pareto analysis. Horizontal analysis was performed to the studied projects to detect common poor areas to provide a clear direction for required corrective action. These points were specifically identified for each sub-factor related to a specific main factor. A total of 36 weak points f that need corrective actions were detected. Results indicate that the employees’ satisfaction contribute only 5.5% of total quality score of the project. This implies that the satisfaction of employees is not given due importance in the construction industry in Egypt. A special computer program has been developed to facilitate the application of the proposed model. The developed software called ”QPEP” is explained. A simple manual use is presented. The model was used as a tool to establish benchmarking for the projects that may lead to the goal of this research ”continuous improvement in project quality”.
