The present study focuses on the small enterprises as one of the important tools of Egypt economic policies, which would be able to absorb men power on one hard and decrease unemployment rates with the creation of more work opportunities on the other hand. Also the small enterprises sector is directly connected with the decrease of capitals, where the above proper capitals are required for the establishment of small enterprises that give more concentration on a specific type of ownership whatever individual or family ownership.
It is worth mention. The present study present the (M.D.F) experience in the professional and administration rehabilitation of small enterprises, in where the state has entitled the above to decrease employment rates on one hard, and to improve the hierarchical disorder because of specialization on the other hand.
